I think because she's continually trying to do the right thing, it opens up many possible lines of happy ending, rather than her sitting around and waiting for the deus ex machina to work out. I mean (I'm reluctant to go into specifics for people reading along in real time) the more people who are out there who witness Sara/that little girl who's being treated badly next door/the surprisingly polite child who speaks my language/that shabby girl with the basket doing something selfless and praiseworthy, the more likely it is that one of them will think of doing something to help her or mention her name or identity to someone who might.
