As I recall it, the poem went:
The rain, it falleth down alike
Upon the just and unjust fella
But mostly on the just, because
The unjust steals the just's umbrella.
I think it can be found in THE POCKET BOOK OF HUMOROUS VERSE, but I seem to have misplaced my copy at the moment so I can't confirm that.
