Source unknown:

The rain it rains on the just
And also on the unjust fella --
But it rains more on the just because
The unjust steals the just's umbrella.

Googling hints that this might be misremembered Ogden Nash, by the way. And also: justsumbrella.com is available for registration!

Ah, the things we do to avoid working...

As I recall it, the poem went:

The rain, it falleth down alike
Upon the just and unjust fella
But mostly on the just, because
The unjust steals the just's umbrella.

I think it can be found in THE POCKET BOOK OF HUMOROUS VERSE, but I seem to have misplaced my copy at the moment so I can't confirm that.

Ah, I found my PVoHV.

Just & Unjust
by Lord Bowen

The rain it raineth on the just
And also on the unjust fella;
But chiefly on the just, because
The unjust steals the just's umbrella.

So neither of us had it correct, but you were closer. :)
